Conclusion: Commitment or Retrenchment

On many issues central to Asia’s future, the region is in a state of flux and uncertainty. Asia is being pulled between hegemony and a regional balance of power. Its operating system is drawn between twenty-first-century and nineteenth-century rules. Its great powers are deciding whether to become stakeholders or spoilers. Its militaries are drifting between war and peace. Its transitional states are deciding whether to embrace democracy or practice repression. And its economic structure is being pulled between high standards and soft protectionism.

At the heart of each of these questions that are so central to the shape of Asia’s future lies a fundamental American choice: commitment or retrenchment. If the United States is to play a role in bending the arc of the Asian Century toward long-standing American interests and broad-based Asian peace and prosperity, it will have to be focused and engaged. In contrast, hesitance or inattention at this critical transitional moment may allow the most dynamic region in world politics to irrevocably drift in dangerous and counterproductive directions on many important issues. Success in guiding the choices of a changing Asia will require a “plan for the Pivot,” and we now turn to a consideration of the strategy that the United States should employ in the Asia-Pacific.
